No info available about transfers made in financial year 2018-19, 2019-20: GAD

JAMMU, Oct 15: The General Administration Department (GAD) of Jammu and Kashmir has said that it has no accurate information available as to how many transfers were made of the members of secretariat subordinate service in the last financial year and this year till September-2020.
However, the GAD further said that the department has approximately made 400 transfers of the members of secretariat subordinate service during 2018-19 and 2019-20.
Official figures of GAD states, the information regarding total number of transfer orders of secretariat subordinate service is not readily available in the department.
“The information is not readily available in the department, however, approximately 400 transfer orders have been issued during the year 2018-19 and 2019-20,” it reads.
The figures were revealed by the GAD under secretary to government who is also a Public Information Officer (PIO) in a reply to Right to Information (RTI) application filed by the rights activist M MShuja.
The PIO in a reply to the RTI queries regarding institutionalization of process of recommendations for the conferment of state awards said that there were eleven types of awards that shall be announced on republic day only and shall be given in a separate investiture ceremony.
“The award for bravery to children shall be a medal, a citation and scholarship of Rs 500 per month up to Matric and Rs 1000 per month in post Matric classes which may be continued during any professional or technical courses which the awardees may purse; and after the announcement of award for bravery under Children Category, the awardees shall be entitled to scholarship from January-01 of the year in which he is conferred with award,” it reads.
The RTI reads, “The scholarship amount for the month of January to March shall be drawn by financial advisor, CAO, GAD and this amount shall be paid to the Principal or Headmaster of the educational institution where the awardee is studying in the shape of account payees’ cheque for disbursement to the awardee through parents or a legal guardian.”
It was also mentioned that for the next financial year, the financial advisor, CAO, GAD shall draw the entire amount for that financial year preferably in the month of April or May and transfer the same to Principal or Headmaster of the institution where the awardee is studying.
“The Headmaster or the Principal of the Institution will ensure that the amount is paid to the awardee in the shape of an account payees’ cheque through parent or a legal guardian of the awardee,” it reads.
