Babus put bonus ceiling of Rs 6908, not in cabinet decision

78 days bonus in railways, no ceiling on wages

NEW DELHI, Oct 22: The Union Cabinet on Wednesday put no ceiling on the grant of non-productivity linked bonus (ad-hoc bonus) to the central non-gazetted staff for the accounting year 2019-20 as equivalent to 30 days' emoluments, but the Babus in the Department of Expenditure (DoE) in the Finance Ministry are quick to impose a ceiling on maximum Rs 6908, through an office memorandum (OM) issued late in the night. The Babus are not eligible for the bonus since they fall in the gazetted category excluded from the bonanza.
On the heels of the Cabinet's decision to grant the productivity-linked bonus (PLB) to the Centre's commercial establishments like Railways, ports, posts, etc, the Railway Board came out with a separate order, sanctioning the PLB equivalent to 78 days of wages, without any ceiling on wages for eligibility, for the financial year 2019-20 to all eligible non-gazetted Railway employees, excluding RPF and RPSF personnel. It lays down the bonus of Rs 17,951 to a Railways employee. It says where wages exceed Rs 7,000 per month, PLB will be calculated as if the wages are Rs 7,000 per month.
The DoE OM says the ad-hoc bonus is payable to all Group 'C' and all non-gazetted staff in Group 'B' not covered by the PLB, who were in service as on 31.03.2020 and rendered at least six months of continuous service during 2019-20, as also to the casual labour, who worked for 206 days in each year for three years, at the rate of maximum Rs 1184 and where emoluments fall below Rs 1200 pm, the amount will be calculated on actual monthly emoluments. The contract employees drawing DA and interim relief will also be eligible for the bonus while those without such benefits will get it at par with the casual labour.
Though I&B Minister Prakash Javadekar had announced that the bonus will be paid this week itself before the Dussehra festival, the OM is silent on this aspect. In contrast, the Railway Board specifically lays down to pay the PLB "on priority in the same mode as payment of salary before the ensuing Puja/Dussehra holidays."
The Railway notification also clarifies that the wages for the purpose of calculating PLB shall include basic pay plus dearness allowance. It also lays down the bonus will be paid to the non-gazetted employees of the Indian Railways as well as all its production units.
The DoE OM also clarifies that the ad-hoc bonus will be also paid to the employees appointed on a purely temporary basis, provided completion of minimum six months of continuous service and being in service on 31.03.2020. It shall be also payable to the persons who superannuated or retired on invalidation on medical grounds or died before 31.03.2020, provided completion of at least six months of regular services. Also eligible are the state government/UT/Public Sector employees on deputation, but not those who are the part-time employees engaged on nominal fixed payment.
