BJP, PDP finalise party nominees for LC polls

SRINAGAR, Feb 13: Like the Rajya Sabha elections, PDP-BJP and NC, Congress have decided to contest the 11 legislative council seats jointly which are going to polls on March 2.
The political parties have even shortlisted some of its candidates and majority among them have unsuccessfully contested the recently concluded assembly elections. The PDP and BJP after winning the three out of four Rajya Sabha seats have decided to contest the 11 legislative seats jointly and the notification for which was issued by the election commission of India yesterday. Similarly, The NC and Congress have also decided to contest the Legislative Council elections jointly to get maximum number of seats.
The NC has shortlist some of its candidates for the council elections. Insiders in the party said that party has decided to field Abdul Rahim Rather, Dr Mustafa Kamal, Nasir Aslam Wani, Chaudhry Mohammad Ramzan and Javid Ahmad Dar, Sajjad Ahmad Kichloo for the council elections. The senior leaders of the party had lost the assembly elections recently and the party is desperate to accommodate them in the legislative council.
Similarly, the PDP has also decided to field Rafi Ahmad Mir, Peer Mohammad Hussain, Yasir Reshi, Nizam-ul-Din Bhat, Qazi Mohammad Afzal for the council elections. Except Peer Hussain, all the senior leaders of the party have lost the assembly elections.
The BJP and Congress are also busy these days in finalizing the names of the party candidates. These parties will finalize its list within a week of days. The PDP, BJP leadership is optimistic of winning maximum seats with the help some independents, PDP 28 members, BJP 25, NC 15 and Congress 12 in its kitty while 7 independents are likely to play a significant role in these polls also.
The candidates can file their nomination papers till February 18 afternoon before the Secretary Assembly and the Deputy Secretary Assembly, who has been designated as the Assistant Returning Officer. Scrutiny of nominations will be held on February 19 while the candidates can withdraw their nomination papers till February 21.
The election, if contested, will be held on March 2 from 9.00 AM to 4.00 PM. The counting will be taken up the same day at 5.00 PM and results declared by around 7.00 PM. All newly elected 87 MLAs comprised Electoral College for the elections.
PDP-BJP combine would be in a position to win nine to 10 seats comfortably going by the equations in the Legislative Assembly. The prospectus of the newly formed alliance would get further boost if the Government is formed before the elections as the Alliance can nominate two women MLAs to the Assembly, who also have the right to cast votes for the Legislative Council elections though they can’t vote for Rajya Sabha polls.
The PDP-BJP, which have confirmed support of 57 MLAs can get their candidates polled 19 votes each while NC-Congress combine have maximum of 30 votes. Even if NC-Congress combine split the votes to two candidates, they can manage the victory of one candidate only as PDP-BJP combine nominees would have 19 votes each.
For seventh election for two seats of Kashmir division, the votes could be repeated just like February 7 results for two seats of Rajya Sabha unless the election takes place after the government formation and PDP-BJP get two extra votes of nominated women MLAs. In this notification, the PDP-BJP combine would be sure of one seat and could get even both with the help of nominated women MLAs and if they managed to get one independent out of three, who voted for NC, Congress side.
