JAMMU, Mar 17: Hailing the much awaited constitution of the 12th Legislative Assembly, Harsh Dev Singh, a political exponent of highest echelon having prodigious experience spanning over three consecutive tenures as legislator today complimented the new legislators over their oath taking ceremony thereby conferring upon them certain entitlements in the form of rights and duties as envisaged in a democratic set up.
Congratulating the debutant legislators, Harsh said that the members of the legislature represent the electorate of their respective constituencies with divergent views of different sections of the community. He said the deliberative power of a legislator provides him with the opportunities not only to present the views and perceptions of his party but also permits to mould his own views in the light of the discussion made in the legislature. He said the various viewpoints presented in the house contribute to the growth of political consciousness of the people in general besides edifying and preparing the Executive to find out the solutions to the vexed problems faced by the masses. A legislator should not only work with dedication and devotion to mitigate the sufferings of the people but also render selfless service for his constituents without any bias and prejudices. A legislator must, therefore, focus on presenting his views with clarity and precision and his arguments should be corroborated by authentic facts and figures”, Harsh maintained.
Harsh specifically emphasized that the conduct of the legislators during the business proceedings in the House should set examples for others to emulate. He asserted that the questions have been raised about the moral ethics of the members of the State Legislature for some time. “Unnecessary pandemonium and commotion disrupting the proceedings of the legislature with often cases of fisticuffs, heated exchange of words and unparliamentarily altercations between the members of the house has been a common phenomenon of late. The lawless behavior by those who have been elected to make laws seems to have become a norm rather than an exception. This only mars the sanctity of the institution which is no less than a ‘shrine of democracy’ and as such the legislators must act as public mentors and exhibit good demeanor and rectitude within the precincts of the legislature. A conspicuous need has therefore arisen to review and reassess the moral code of conduct for the legislators which should call for installing a mechanism to deter and curb the violent and unparliamentarily behaviour” ,Singh stressed.
It is pertinent to mention that Harsh had been conferred with the “Best Legislator Award” and his camaraderie with his fellow members as well as the members of the opposition has been widely applauded. He had exhibited a political class with perseverance and tenacity while addressing the issues inside and outside the legislature for several years.
Moreover, Harsh won accolades as Minister for education from no less than the then Union Minister for Human Resource Development Arjun Singh for the highly transparent and most effective functioning of Education Deptt. amongst all states in the country.
