J&K pensioners need priority attention

Dear Editor,
After retirement after 58 or 60 years of age the poor or medium level persons become weak. They suffer from multiple types of time consuming serious ailments and require specific care and compassion but in practice they are treated like a burden. The previous NC-Congress coalition government criminally neglected and thus deprived from due monetary benefits.
1. Payment of 6% D.A installment was kept with held by the previous government until the method of payment or 6th CPC arrears are decided. Subsequently, orders were issued to pay 6th CPC arrears in five annual installments as such the D.A arrears have been impounded into the G.P Fund Accounts of employees and the post - 2006 Pensioners have been paid the same in cash as well. Pre-2006 Pensioners have not so far been paid the same despite the fact the fact the State government and in particular State Finance has been repeatedly been pleaded by the All J&K Low Paid Employees Federation headed by Com. Abdul Majid Khan and the J&K State Pensioners Association affiliated with the Federation from time to time;
2. The Central government paid 6th CPC arrears in two consecutive installments in cash way back while the J&K government though made a commitment to follow the suit but issued orders to Pay Commission arrears in five annual installments via G.P.F Accounts so far as employees are concerned. As such these arrears are being paid through G.P. Fund Accounts of employees every year and the Post-2006 pensioners receive in cash from D.D.Os of their respective departments. Pre-2006 pensioners have been paid only 1st, 2nd and 3rd annual installments and are yet to receive 4th one payment in April 2014 and 5th installments has also become payable from this month;
3. Moreover, the Central government, issued orders to raise pension by 20,30,40,50 and 100 per cent after the age of 80,85,90,95 and 100 years. Similar orders are yet to be issued by the J&K government to bring parity with Central pensioners.
All these issues deserve priority attention of new BJP-PDP Coalition government so that the pensioners get some relief and respite.
