Creating hindrances in functioning of Sports Council

JAMMU, Apr 27: When the Constitution was being written, our founding fathers had possibly not imagined that there will be a time when the lawbreakers would become lawmakers and govern India.
Chief minister Mehbooba Mufti who is also president of J&K State Sports Council shouldn't let ruling party, legislators, politicians get in the way of J&K State Sports Council and Sports bodies.
The chief minister must know that good governance and the socio-economic development of the J&K cannot happen unless there is a fair and honest administration.
When sports and politics mix , only sports mafia win. For instance, Governor administration had shown the courage and de-recognised the J&K Olympics Association for violating the SRO-164, Sports Code and J&K State Sports Guidelines since its inception in the state.
Immediately after coming to power, Mehbooba Mufti led PDP- BJP govt in J&K, the ruling party (PDP) legislators and politicians in sports bodies and J&K Olympic Association are trying all their best to influence the Sports minister to withdraw de-recognition order against J&K Olympic Association and few others associations which was taken by the Governor administration for the interest of the youth of the state.
Surprisingly, the fate of J&K sports is not good for the last one decade due to interference of the ruling party legislators, state bureaucrats in the day to day functioning of the J&K State Sports Council. They have become the stumbling block in the way of the State Sports Council authority in implementation its rules and regulations.
Though sports in J&K need passion, technical expertise and strategic approach from the bosses of their respective associations, yet revival of sports in J&K requires passionate sports persons as the bosses not the politicians and bureaucrats .
Nowadays, no sport in J&K is free from interference of politicians and bureaucrats . In cricket, it is not that visible as JKCA is the richest sports body of the state. J&K sports have become the rehabilitation asylum for politicians and serving and retired bureaucrats. For them chairing an apex body of any sport is all about power, money and publicity. The main purpose of the apex body like talent haunt, providing adequate and modern training to the players, grooming next generation players and development of sports infrastructure are the second or perhaps the last priority for these bosses.
Take the example of Hockey, football, cricket, shooting judo, gymnastics, table tennis, basketball, water sports teams. It is the teams that gave medals to J&K in Nationals. Once its administration went to the hands of politicians and bureaucrats, J&K could not even qualify to take part in last national Games for the last two decades. These teams went to National games only as and when organisers provide them quota.
Examples of political interference in J&K sports administration is massive in number. Vikramditya Singh ( PDP legislators) are leading the Basketball Association , Rangil Singh (PDP Vice president is the boss of J&K Olympic Association, besides half a dozen sport bodies for the last two decades . Political heavyweights including Mustafa Kamal ( Water Sports Association , Sudershan Singh Wazir (NC) Badminton Association, Omar Abdullah (NC) table tennis, Firdous Tak (PDP) water sports body and others. Do these people have the required expertise and experience regarding the concerned sports? The answer is no. When the boss is ignorant what to do, the fate of the game is nothing but bleak. Hence, passion and professionalism need to replace politics for the betterment of J&K sports.
Besides, many Senior Police and Civil officers of the state administration have been occupying top positions in sports associations of the state while violating a circular No:- 08-CAD of 2015 dated 10-02-2015 and All Indian Service Conduct rules 1968 clause 13(IV) and guidelines of the State Sports Council guidelines. The government officers who have been representing sports associations with out prior permission included CEO SMVDB Ajit Sahu (Archery), ADGP Dilbag Singh (J&K Rifle Association and Distt Badminton Association), ADGP SM Sahai, (Hockey Association), HK Lohia ( Wushu), Deputy Commissioner Ganderbal Sermen Hafiz (Rugby Association), Kiran Wattal, (Gymnastics), ADGP Naveen Aggarwal, (Speed Ball Association), Excise Inspector Ravinder Singh (Athletics Association), Conservator forests Jameel Thakur. (J&K Football Association), IGP HK Lohia, (Wushu Association), Ravinder Singh (KAS) Cycling Association, Farooq Shah, (Winter Games Association), Dy SP Sudershan Mehta (Cricket Association) and several others.
Had there been a will on the part of General Administraion Deptt to Govt of J&K to punish the such elements violating central and state governments services rules and regulations it would have ensured provide good governance to the people and also compliance of the Governor 's directions issued for the betterment of sports .
Shockingly, General Administration Department is on fast asleep after issuing circular to all concerned departments but without any results. GAD in not serious to implement its circular No: 08-GAD of 2015 dated 10-02-2015 and All India Services (Conduct) Rules, 1968 on babus and employees of the J&K govt.
