GST won't serve its purpose

In GST the peak rate of 40% instead of earlier agreed rate of 28% is too high and would defeat the purpose of simplification and lower taxes as redundant. The maximum –peak rate should be only 15%! Sadly, the bania government just cannot think more than its revenue. Also multiple rates of GST would lead to litigation over which item falls in which category. And there should be statutory provision that once a commodity is taxed under GST, no other tax / cess etc will be levied for that commodity. This is to avoid future possibility of multiple taxes on a single commodity.
