SC’s warrant to a sitting HC judge

Dear Editor,
It refers to an unprecedented issuing of a bailable warrant by seven-member bench of Supreme Court headed by Chief Justice of India against a sitting Calcutta High Court Justice CS Karnan in respect of contempt-proceedings against him, after he defied two orders from the Apex Court seeking personal appearance. Of course, counter-move by Justice CS Karnan from his residence is irrelevant because he has already been stripped of judicial work. All this has damaged image of higher judiciary badly.
It is high time that a practical procedure may now be immediately be put to remove judges of higher courts. A permanent National Judicial Commission should be formed with retired Supreme Court judges as its member-nominees of Prime Minister, Opposition Leader, Chief Justice of India and Bar Council of India with Chief Vigilance Commissioner as its ex-officio Secretary. This Commission should be empowered to probe complaints against judges of higher courts and make binding recommendations for President of India to remove guilty-found judges. This Commission can also begiven task to select judges of higher courts and judicial panels-commissions etc appointed by central and state governments for ensuring impartiality.
It is also time that appointment-process of judges may be made public so as to effectively check appointment of controversial persons in higher judiciary.
