Enhancement of CDF, amendment in CDF rules condemned
Ministers, MLAs conspire to loot tax payers’ money: Harsh
JAMMU, May 18: Reacting strongly to the issuance of the recent govt order amending the CDF rules so as to cover up-gradation of private houses within its ambit and also doubling it to Rs. 3 crore, Jammu and Kashmir National Panthers Party (NPP) Chairman Harsh Dev Singh described the move as the most glaring example of abuse of position and authority by helmsmen urging at the same time upon the State Accountability Commission and (SAC) and State Vigilance Commission (SVC) to take cognizance of the nefarious move.

Describing the order of the planning and Development Department as ill-conceived and notorious, Harsh while addressing protest demonstration organized by JKNPP here today seeking the withdrawal of the illogical and perverse order on CDF and said that it had not only doubled the CDF from its existing limit of Rs 1.50 crore but had also further incorporated an odious provision in the amended rules legalizing the irregular releases of CDF in the past for up-gradation of private houses made by majority of Ministers and MLAs in contravention of the existing norms.

He further said that even the state Governor had ordered a probe into the said scam of gargantuan proportions whereby several crores had been released by legislators, in blatant disregard for norms, for repairs and up-gradation of houses but the same was regretfully scuttled by the govt and the delinquents shielded. He regretted that the recent amendment in the rules was a clever ploy used by the govt to give protection to the delinquent legislators for having circumvented the CDF norms and to legalize the illegalities committed by them in the past.

Lambasting further the government order enhancing the CDF of Ministers, MLAs and MLCs to Rs. 3 crores which costed the state exchequer Rs. 187 crore per annum, Harsh Dev Singh lamented that the present BJP-PDP Govt was working for its own loaves and fishes at the cost of the poor and marginalized sections. He said that earlier the BJP-PDP doubled the salary of its Ministers and legislators besides doubling all their perks, their TA, DA, Car allowances, Housing loans, refundable travelling express, sitting fee etc. And all this notwithstanding the grim financial position of the state with wages of daily rated workers, Casuals, Contractuals, Safai-Karamcharies, Asha workers, Anganwari workers, NHM employees and SSA teachers unpaid for months and years. He regretted that while the incumbent govt was unresponsive to the woes of agitating female contractual lecturers, Anganwari and Asha workers with road side hunger strikes continuing for more than three months on the plea of financial constraints, the Ministers and MLAs were being bestowed with one bonanza after the other.

Urging upon the Governor to stay the implementation of the highly scandalous order, Harsh Dev called for constitution of a committee of experts to look into the “Vires” of the said govt order prior to its implementation. He said that several noxious provisions in the modified rules including clearance of past liabilities for up-gradation of private houses through retrospective application of the said rules, payment for Swachh Bharat Mission out of CDF despite huge central funding mechanism for the said mission already in place, Rs. 20 lacs as flexi-fund, Rs. 5 lacs for skill development, Rs. 5 lacs for solar lights for individual beneficiaries, Rs. 3 lacs for Smokeless Chullahs and Biomass Cook stoves to individual beneficiaries needed to be withdrawn and nullified as they were incorporated with a design to confer individual benefits and thereby buy votes of pubic through the use of taxpayers’ money.

He cautioned that NPP would launch a movement against the loot and plunder of tax payers’ money by the corrupt BJP-PDP leadership in case the highly opprobrious order was not withdrawn.
