Juvenile Justice rules made to provide protection to juveniles: Saragun Shukla

SRINAGAR, Sep 8: Two day training programme of Special Juvenile police units concluded at Police Headquarters Srinagar with the valedictory function.
Speaking on the occasion, Saragun Shukla SP Traffic Kashmir, speaking on her topic “Initial Steps to Deal with Delinquent Juvenile” said that Juvenile Justice Rules have been made to provide protection to the juveniles who are in conflict with law. The first contact which a juvenile in conflict with law faces is Police and it is the responsibility of the Police Officer to ensure protection of the juvenile and ensure his/her security and privacy. A humanitarian approach needs to be adopted for such juveniles which is important to reform them and segregate them from the criminals.
Mubassir Latifi, AIG(Personnel) PHQ, deliberating on the topic “Juvenile Delinquent and Role of Police” said that Juvenile Justice has defined various stake holders with their role in rehabilitation and reformation of the juvenile in conflict with the law. He touched all the aspects of police viz-a-viz juveniles and even cited certain case studies in which juveniles were involved including those juveniles who were in need of care and protection.
He said that when any juvenile is found indulging in any offence, the police has the primary role to deal such juvenile. The role of other stake holders comes later. Though other stake holders like judiciary, social welfare department and NGOs have also a major role in providing protection and security to the juveniles in conflict with law, but the role of police is as a first responder and it is the duty of juvenile officer to help bring the child out of trauma.
Gowhar Hussain Mir, Joint Director (Prosecution), PHQ spoke on the topic “Investigation of cases related to Juveniles” enlightened the participants about the procedure involved in cases where children are in conflict with law.
He said that when a police officer comes in contact with a juvenile in conflict with law, he has to ensure all measures for the protection and care of the juvenile and to inform his parents or guardian about the allegations and apprehension of the juvenile. He/she shall be provided all legal assistance besides enabling him to call any person of his choice. The juvenile in conflict with law shall be dealt in a child friendly manner and home like environment by the specially trained Police Officer in civvies.
He shall be made responsible for the safety and provision of food and basic amenities to the apprehended juvenile, said Mir. He also presented vote of thanks to the organizing committee, speakers as well as participants.
Special DGP Police Headquarters, VK Singh in his valedictory speech thanked the PHQ team for extending their full support in organizing the training programme.
On the conclusion of the training programme DGP SP Vaid, Surinder Gupta, IGP (Hqrs.) PHQ, JP Singh, IGP (Pers.) PHQ and Gowhar Hussain Mir, Joint Director (Prosecution), PHQ distributed certificates among the participants.
