12 years on, Tral hospital awaits completion
Blood bank, ambulance non-functional, SDH has no specialist
TRAL, Oct 6: In 2001 when a new building block for sub-district hospital Tral was sanctioned residents of the township had hoped improvement in the healthcare facilities in the hospital. However nearly twelve years down the line the healthcare in the hospital continue to be messy as before.

Upgraded from community health center to sub-district hospital in 1989, the health care facility continues to await the completion of the building sanctioned for it twelve years ago.

"We had expected that the infrastructure of the hospital will be raised after the building was sanctioned for the hospital but ironically more than a decade has passed the major portion of the building remains remains incomplete," residents and hospital sources said.

The portion of the building which was completed few years ago, a hospital source said, is housing both the IPD and OPD besides other sections of the hospital.

Though the hospital registers over 8000 patients in its OPD but the hospital has not a single A grade specialist available.

"Total staff strength of the hospital is seven doctors since its establishment. After its upgradation in 1989 no additional posts were created for it. Hospital has no A grade physician or surgeon," said an insider.

Due to shortage of doctors, an insider said, medics from the peripheral health centers are made to attend night duties in the hospital.

The blood bank in the hospital is non-functional with the result most of the emergency patients needing blood transfusion are being referred.

A member of the citizens council Tral Irshad Ahmad Kar said that they have been requesting the hospital authorities to restart the blood bank but they do nothing. "Members of the citizens council Tral have been telling the hospital management that we will donate more than 100 points of blood to the blood bank in the very first day but we fail to understand why they are hesitant," Kar said.

Electrocardiography (ECG) in the hospital is done by a male with the result hesitate to go for the test in the hospital. "Many a time the issue was brought into the notice of hospital authorities but they never bothered to replace the male staffer from ECG section," a official posted in the hospital said.

Out of three ambulances available in the hospital, hospital sources said, one remains defunct. "Hospital authorities don't even bother to get the ambulance repaired. Many times we have seen attendants hiring private vehicles to take their patients to Srinagar after the referal but hospital authorities have no funds to repair the ambulance," an insider said.

Though the hospital registers over 8000 patients in its OPD a month but continues to remain devoid of both infrastructure and staff. "The hospital caters to the population of over 60 villages but we are at loss to understand why the hospital is being ignored and others which have very low OPD and IPD rush as compared to this are being provided with all the facilities," the resident said.

No top official including head of the hospital or chief medical officer Pulwama responded to the repeated calls from Kashmir Times for their version.
