Private publisher favoured to mint money

It refers to an Office-Memorandum F.No.S-11011-48-2014-CGHS (HEC) dated 18.02.2015 issued by Directorate General Central Government Health Service (CGHS), Union Ministry of health and Family Welfare, a copy of which marked also to a private publisher Swamy Publishers (P) Ltd. amongst many government ministries, departments and sections.

Concerned department of central government should make it clear if the said private publisher gives some handsome royalty to government for its being listed officially for copies of circulars, notifications, office-memorandums etc of government automatically marked to it. If it is not so, then central government should provide some transparent mechanism whereby any private publisher may get itself included in mailing-list for automatically getting copies of each of the circulars, notifications, office-memorandums etc by any department or ministry of the government.

The concerned departments and ministries should come out with such compilations to be regularly updated by putting these on respective websites, without requiring members of public to spend any money to purchase privately published compilations. Department of Personnel and Training (DoPT) once in the year 2013 had put such compilation of circulars etc on RTI Act on its website. But the useful compilation has never been updated afterwards.
