Air pollution- pay for stubble or removal by govt

Dear Editor,
Delhi continues to be among the most polluted metropolises in the world. Several other cities are no exception to this phenomenon. One of the primary reasons for this phenomenon is stubble burning. Reports have identified burning of agricultural biomass residue or crop residue burning as a major health hazard. It happens due to several reasons. Farmers do not get enough subsidies to meet their expenditure, which makes them take to burning and which in turn, leads to pollution. It is better to grant them the sufficient amount.
Or like the garbage removal from streets / homes , the government at their cost must pick it up from their farms and carry it to safer places to destroy or re-use it. Also, paying farmers the desired price for stubble, would help alleviate their poor conditions.
