The National Productivity council (NPC) and NITI Ayog are reportedly looking for an option for a change in Indian Economy from Linear to circular Economy in order to restrict the water to the minimum level as the wastage problem is very rapidly becoming grimmer day by day alarmingly. The linear economy doctrine has been in practice most probably since early nineties when the then government of P.V. Narsimha Rao, Dr. Manmohan Singh Union Finance minister introduced “Globalisation” and “Economic "Reforms”.
The present Finance minister later appreciated the same reportedly saying that these reforms in the financial system helped the NDA government led by late A.B. Vajpayee to rule the country on similar lines successfully. The linear economy meant to use the product and throw the waste. The economists, however, now realised saying that the linear economy should be shunned for the over all benefit of the end users as the circular economy involves the productions process which results in eco-friendly finished product and minimum of wastes and scraps in the best interest of the economy. In Japan and European countries, circular economy is in full swing whileas in India at present only 30 per cent of the economy is circular and rest 70 per cent is still following linear system under which production process is use and throw.
Earlier times we used to utilize many types of goods by getting repaired again and again till the same becomes irreparable only then we used to throw those goods. It was too in a way like circular type economy. It was changed into linear system of economy in the garb of “bringing economic reforms” under the dictates of World Trade organisation (WTO) in order to exploit the natural resources and cheap labour of developed and under developed countries of the world by the developed countries which has widened the gap between the rich and poor.
Many big business houses of the country and the foreign investors as well have launched cars 24 and other such like agencies for selling old cars and other goods by the country men which may be a part of reported 30 per cent of circular economy. The under developed and developing countries have become laboratories for the developed countries of the world for conducting experiments to improve their slowing down economies.
