Dear Editor
Kindly refer to the news item published in Kashmir Times dated 5th June 2019 captioned 'Appointment scam: One yr jail for ex- VC, Registrar SKUAST -J'. Though late, yet the Court has done justice by punishing the earlier Vice Chancellor SKUAST Dr Nagendra Sharma by awarding one year jail for illegal appointments. The cases for financial irregularities and corrupt practices are still in the process which involved many other people who have escaped the noose. A case was registered Vide FIR No. 19/2009 and 20/2009 registered on 9th September 2009 at police station vigilance organization Jammu against Dr K.S.Risam Director Extension, Dr.A.K.Srivastava Director, NDRI Karnal and Dr R.M.Bhagat DRTCum-Dean PGS. They were accused of irregularities and corrupt practices and sought, their prosecution.
SVO had named 17 persons as accused in its un-bifurcated Challan in the infamous financial embezzlements as well as recruitments scam, which allegedly took place in SKUAST during 2007-08 when Dr. Nagender Sharma was the Vice-Chancellor.
SKUAST Jammu had vide office order no: AUJ/Adm/10-11/7745-59 dated 27-09-2012 granted sanction for prosecution of 10 officials which included Dr. A,K, Srivastava, Dr.Kernail Singh Risam, Dr. Rakesh Mohan Bhagat, Dr. Ramesh Kumar Sharma and 7 others. However, later the SKUAST administration withdrew this order overnight and granted sanction for all others barring the first four officials mentioned above. They withdrew sanction for prosecution of Dr.Kernail Singh Risam, Dr. Rakesh Mohan Bhagat, Dr. Ramesh Kumar Sharma and Dr.Chander Shekhar Kalla for reasons better known to them.
These officers were saved from prosecution which is still pending. It is hoped that this sanction is not delayed so that persons involved in corruption do not go scot free and be punished for wrong doing and resorting to alleged corruption.
