Logic of haphazard denominations of commemorative postage stamps

Till now there was a tradition of issuing commemorative postage stamps in denomination of rupees five and multiples. But commemorative stamps in denominations of rupees 12 and 41 were issued on 24.01.2019 and 12.06.2019 respectively. Since tradition of ordinary mail is fast declining, there is no logic in issuing commemorative stamps in denomination of rupees five.
Postal-tariffs both domestic and international may be revised in multiples of rupees ten (inclusive of GST where applicable) with tariff for ordinary mail being revised as rupees ten for each 50 gms or part rather than rupees five for every 20 gms or part at present. Speed Post tariffs should be rationalised with equal tariff-rise for every 50 gms or part preferably same for local and non-local mail-articles. There is no logic of levying GST on select premium postal-services when it is a tax going from one pocket of the government to other. Otherwise also, either GST should be on postal-services or not on any postal-service.
Commemorative stamps then can be in denominations in multiples of rupees ten. Other subsidised postal-tariffs like for registered newspapers and post-cards can be rupee one, also because coins below rupee one are not minted. Outdated Inland-cards should be discontinued.
Postal-department dismissed revenue-generating idea of sponsored postal-stamps by illogically citing My-Stamp sheets which costs rupees 300 for a sheet of 12 stamps with face-value of rupee five each. Sponsored postal-stamps with some minimum stipulated number can carry advertisements or other messages desired by sponsors to be endorsed by a committee of the Department with sponsorship-charge fixed per printed stamp and compulsory purchase of some minimum number of stamp-sheets at face-value. System will give dual-edged enormous extra revenue-earning firstly from sponsorship and secondly by making sponsoring companies shifting from private courier-companies to premier postal-services provided by India Post.
