Two years on, Edu Dept sits on inclusion of 6th language subject in curriculum

SRINAGAR, Dec 5: Despite the passage of more than two years, the school education department seems to be least bothered to clear ambiguity over inclusion of 6th language subject at secondary level.
The non-seriousness of the department has created confusion among school heads and JK Board of school education (BOSE) on implementation of the government order.
An official said that the department in 2017 accorded sanction to the extension of teaching of regional language - Kashmiri, Dogri and Bodhi - to classes 9th and 10th in all government and private recognised schools of J&K as compulsory 6th subject (Graded), in areas where such language are spoken as mother tongue.
As per the order, the regional languages were supposed to be included in the 2018-19 academic session for class 9th and for class 10th from the next academic session 2019-20, the official said.
"The government however later decided to put the order on hold as move was going in violation of National Curriculum Framework (NCF) 2005," the official told KNO. The official told KNO that as per NCF 2005, MHRD adopted five-subject scheme throughout country and state government can’t go against the uniform scheme.
"Keeping in view the MHRD scheme , the government had decided to amend its order and continue with 5-subject scheme in schools. But no formal order was issued in this regard which led to confusion,” the official said.
An official in JKBOSE said that ambiguity needs to be cleared by administrative department. “Two academic sessions are over since the government decided to include 6th language subject. But there is ambiguity in the implementation of the order,” the official said.
A source in school education department who is dealing with the subject said that the issue was not discussed by the administrative department. The advisor is not aware of the issue and nobody put the issue in his notice as well," the official said. Commissioner Secretary school education department, Sarita Chauhan was not available for her comments despite repeated attempts.
Meanwhile, a top official in JKBOSE told KNO that the department won't deliberate on the issue citing the controversies linked with the implementation of the order. "There are so many controversies linked with the decision due to which the order was shelved," the official said.
