J&K employees in Sports bodies violating SRO-164, All India Service Rules

JKGAD in deep slumber, describes violators as assets to JK Adm,inistration

JAMMU, Feb 7: Though J&K Raj Bhawan’s has directed the J&K General Administration Department (JKGAD) to take action against those J&K employees who have occupied positions in sports bodies without seeking mandatory permission from the J&K Administration, DoPT and MHA, yet JKGAD headed by Chief Secretary of J&K totally failed to take action against erring employees violating SRO 164 and All Indian Service Conduct Rules.
After the abrogation of Article 370 and making J&K UT, J&K General Administration Department is hardly know about the grave violation of rules like about SRO-164, All India services conduct Rules 1968 clause 13 showing soft corner to these professional violators in the J&K.
It is Pertinent to mention here that J&K Raj Bhawan has taken serious cognizance of reports that indicated blatant violation of SRO 164 which makes it mandatory for employees to seek permission from Government before accepting positions in sports associations..However, as per All Indian Service conduct Rules ‘No employee can accept the position in NGO/Sports Bodies with or with put permission’.
In Sources in administration believes that many Senior Police and Civil employees of J&K have been occupying positions in sports bodies while violated SRO 164, union govt's sports code, All India services conduct rules 1968, they are also been violating guidelines of the State Sports Council headed by the Lt Governor.
It is pertinent to mention here that an RTI query has been filed in the J&K State Sports Council, seeking names of all the government servants who are in different sports associations in violation of SRO 164. The list of the employees is already lying with the Commissioner Secretary, JKGAD. "It is a pity that Council has recognized many such associations whose principal office bearers are Government employees and it has not objected to elections of these government servants in the associations" said the RTI applicant.
Many of these officers have even got elected to the national federations by virtue of their positions in the J&K administration.
