National & Int’national Footballers Forum J&K urges Lt Guv to take action against Sports bodies violating Sports Code

JAMMU, Feb 26: National & International Footballers Forum, Jammu and Kashmir on Wednesday urged the Lt Governor GC Murmu and Advisor to Lt Governor Farooq Khan to direct the Commi8ssioner Secy GAD and Comm Secy Youth Services and Sports strictly implement Sports Code and Sports Council Guidelines on all State Sports Bodies .
Speaking to media. Abdul Hamid Banday, Bashmir Ahmed Malik, Nazir Ahmed Andrabi, Mehraj udDin Wadoo, Arun Malhotra, Romesh Chander and Amardeep Singh expressed serious concern that the most popular game Football in the World is losing glory in J&K which once used to be the most loved sport and entertaining game in J&K.
They told that the for the past 7-8 years, there is a drastic decrease in the game. No road map or any action plan is in place. No setting of short term & long term goals are laid. No annual activity or competition calendar has been prepared. Few tournaments being organised in Srinagar & Jammu and ignoring of other Districts continue. No proper league structure has been executed. Teams get average 5-10 matches to play in an entire season.
No initiatives have taken on grassroot culture, Coach Education, Referee Education, Youth & Academy League, Women’s League, Professional League, Revenue Generation Models & selling of sponsorship concepts, they told.
They said that the top level players are struggling to get a low profile job. No encouragement has been provided to Local Clubs. Players finding hard to earn daily livelihoods and are giving up playing. Pathetic results in National Competitions has affected our image. Women's Football yet to take off. Recently our Women’s Team lost against Jharkhand 26-0. In Junior Boys Championship we lost 5-0 against Karnataka and many more results are self explanatory. Aiming of winning National Championships is out of the mindset. No admissions in Professional Colleges. No Jobs in SRO's. No representation in National Teams, l-League & ISL Teams.
They told that J&K Football Association is violating govt norms & unconstitutional Functioning. It is violating the National Sports Code adopted by all Federations, besides, constitution of AIFF & J&K Sports Council’s Guidelines. As per the Govt Order No:SC/202/2599-2606 Dt 12-08-2013:-President of any Association can hold the office for a maximum period of 12 years with or without break, whereas the JKFA President is in his 16th year and has no plans to quit. The Secretary General or Secretary & Treasurer may serve a maximum of two successive terms of 4 years (total 8 years) after which a cooling off period of 4 years is applied., whereas people in JKFA are there for the past so many years.
Most of the Clubs in Srinagar, Ganderbal, Bandipora, Budgam, Baramulla, Pulwama, Jammu and few other Districts have completely lost their faith in working with JKFA and have demanded dissolve of DFA's immediately. Adhoc Body is already been constituted in Jammu aimed the failure of DFA. Remaining Districts have no elected body nor they have any club league structure in place and Members have been elected without following any procedures, they told.
They alleged nepotism, favouritism & dictatorship approach in selection of J&K teams. No transparency or any means of selection procedure has been followed. Same is the case with Coach and Referee Education. Selections are being made on the basis of vested interests no matter how bad it would affect the result of the game.
In another case Presidents one company clerk was first appointed as Assistant General Secretary without possessing any knowledge of the game. Later he was recommended to AIFF for the post of development Officer for J&K drawing a salary of ^70-80K per month, and deserving candidates who have given life to the game are jobless.
They demanded to the Advisor to Lt Governor Farooq Khan to hold inquiry into misuse of funds by JKFA. The J&K Administration has given financial support 2 Crore for Mufti Memorial League. Funds released for the purpose have been diverted to other activities without following and set procedure and leaving DFA's the most sufferers.
They also demanded to immediate dissolve of the present Association and appoint the Adhoc Body to carry forward the day to day Activities of the Association.
