Anomaly in police pay scales

Dear Editor,
The officials of J&K Police are facing anomaly in their pay scales. They are continuing in one grade i.e. pay scale Rs 4000-100-6000 since 01.01.1995. We have represented the matter to IGP Jammu Zone during the year 1998 and PHQ J&K Jammu where from the matter was taken up with Principal Secretary to Govt Home Department J&K during the year 2000 but no action has been taken by the J&K Govt. The Resulting anomaly has not been removed.
During the year 2007, we have knocked the doors of High Court vide writ petition No. 203 of 2007 and during the year April 2009 HC announced the judgment with directions to implement its decision within four months. Non- implementation resulted in a contempt No. 277 of 2009 made by the High Court. During the year 2010 court has again directed implementation of the said judgment within two months.
In August 2012 the Finance Commissioner and pay anomaly committee approved and submitted the file to Finance Minister for further necessary action but the file is still pending with Finance Minister.
An application already submitted to Chief Minister Grievances Cell J&K Civil Secretariat vide Receipt No. 1556 dated 11.12.2012 but till date no action has been taken by the Government.
It is, therefore, requested that anomaly of Police Department may kindly be removed forthwith so that the employees of Police Department may not suffer any more.
